I guess it can be for stylistic reasons. Or if it was being said it would be more preferable to say " a few too many" than " too many" for a character.
Let's say it was a teenager who's going through the stages of trying to be "cool" and " fit in with everyone". Her character would talk in slang more often. Therefore she wouldn't say " there's a few too many children" she would say something like "there's too many children! Or " There is too many of them!"
See what I mean? I would more commonly see " a few too many" used with a more reserved classier character.
But also adding " a few" can add just a slight bit more detail to how many there were. Ex:
" There we're many of them" how many?
" Too" many?
Just " a few too many" ?
Or " way too many".?
So just adding those slight few words can add more detail to what you are trying to say.
