A: I have never heard of this phrase other than in this context. I imagine that it is a Korean phrase that has been directly translated into English.

My guess of meaning would be “you are so funny that you could even make something dead laugh”. Meaning Kim thought that South Korea was trying to make North Korea laugh by saying something ridiculous. (And then Kim decided to stop being diplomatic and start shooting missiles).

That is just my guess though.
