When the US president wants to appoint people, the senate has to vote to approve them. Because there is a Republican president and most of the senate is Republican, the Democrats in the senate do not have enough votes to reject these appointments. Ethnic diversity= A variety of ethnic groups. Before that paragraph, it explains how Okinawan and Ainu culture have been surpressed by the government and so if D-pro tries to sell itself as a "ethnic and linguistic minority" to the government, it will be a difficult case to fight.
