A: They mean the same thing, but are used a little differently in a sentence.

"What is her typing proficiency?"
"Astrrrid has great skill in learning other languages, and her proficiency in English is increasing every day."

A: Can mean the same thing...

Improved(etc): got better at, learned more

Strengthened(etc): got better at what you already knew

A: The standard of English proficiency in **country** is low

A: Maybe:
'a country with low proficiency in English'

OR if they are sending it to you via email say:
"I'm calling you so that I can check if my English proficiency test result went through or not"

Only say 'went through' if you are referring to e-mail though. I hope this helped
