The meaning of "Runner" in various phrases and sentences

Q: What does As the filed climbed past three, four, then five thousand runners, the race organizers, in a desperate attempt to cope with chaos, began imposing qualifying times.

In this sentence, what's the meaning of "qualifying times"? mean?
A: It means that the runners have to run a race in a certain amount of time to qualify for this race. This is a really common occurance in high-demand races like the Boston Marathon.

Ex. "I have to run a marathon in 2.5 hours to qualify for the next race."

Q: What does Did a runner by all accounts. mean?
A: It's true that speech can be much less grammatical than written English. But this seems to be reported speech and I think the punctuation in the second sentence could be different.

I might write:

"Turns out the owner stopped paying his bills, did a runner by all accounts."

Now the sentence is still missing "it" at the beginning ("It turns out~") but the second part is a bit clearer.

The owner is the subject followed by two verb phrases.

In reported speech we often put an ellipsis to mark a pause but it doesn't have to mean the end of a sentence.

That said, neither is right or wrong. This is just how I see it.

By the way, "do a runner" is quite a common verb phrase. We would use it if somebody left a restaurant without paying or left somewhere early to avoid a difficult situation.
