I think the difference is: with Victor, you're saying more than 1 thing. He has on: slacks and a jacket. for some reason that sounds OK but "she has on slacks" doesn't. Can't explain it.
Better: say "wearing" instead. She's wearing slacks. He's wearing slacks and a jacket.
OR: use "has on" the other way I explained. She HAS slacks ON. (that sounds more normal to me). He HAS slacks and a jacket ON. Break it up that way and it sounds better to a native speaker.

Number 1 and 3 are very natural and common phrases. I have not personally heard the 2nd phrase. If you could give a meaning to number 2 maybe I could help you come up with another phrase.
