To cut something is the action of dividing/seperating it into 2 (or more) parts of itself.
"I cut the vines."
"I am cutting the box." (in this case here, usually the box lid.)
"I cut the power." (the power is now turned off.)
To chop something is similar to cut, but it involves a fast, swinging motion. Cut on the other hand can be an expression of any intensity.
"I chop the steak." (with a butcher knife)
"I am chopping the tree down. (with an axe)
"I chopped the meat."
