Use the second one. Short answerâs in last paragraph if you want to skip to it, but in case youâre interested in âengage,â you can read the whole thing.
If you engage someone, Iâm picturing you two getting in a fight. Youâre going up to the person and saying something like âhey, why arenât you doing your job as temporary secretary? You havenât been answering the phones, you arenât updating the spreadsheets, youâre not doing what I hired you to do!â
You might have been thinking of when someone is engaged in doing something, which means they are focused on that thing. He was engaged in his work as a temporary secretary, answering phone calls and managing spreadsheets. (And then of course there is getting engaged to someone when you decide to marry each other)
Retain just means to keep - maybe he was an intern and you are retaining him a paid temporary secretary when his internship ends.

@Kellyne I understand what you're saying, though, If you translate both of the words engage and retain into Japanese, they would have the same meaning like HIRE someone. So how can I get it down. Does to engage have the meaning of to hire ?
