'happen to' means that an occurs has been done on to someone or something. 'happen on' means that an event or occurrence is done at a place or done at a certain time or date. Example sentences would be 'do you know what happened to me the other day?' Or 'you know what happened on Saturday?' Or 'this happened to me once before.' Or 'you know what happens on Christmas?' Things like that.
