Normally you chuckle at a joke or situation that is only a little funny. It is not full laughter. It's a more mild form of laughter. "He chuckled when he saw the child fall down" or "She chuckled at the joke she heard on the radio this morning."
A giggle is also a more mild form of laughter. You can often say that children are giggling when they are playing around and having fun. "We can hear the children playing and giggling in the other room."
Giggling also can mean a sort of mild laughter at an inappropriate or taboo situation or possibly topics related to sex, crudeness, attraction, or relationships. "Giggling schoolgirls" is a common phrase to describe girls in middle school or high school when they are laughing about boys, relationships, etc. "The schoolgirls giggled when the boy walked by."
