"You are so cute in these photos" is also grammatically correct but avoids implying the person is no longer cute.

Use 'were', because you are talking about the past. "You were a cute child" may be the most appropriate, so you don't unintentionally imply that the person is no longer cute.

you should say "were" but nobody would care if you said "are"
