Question about English (US)

from my English textbook

People often talk at how corrupting great wealth is to moral and social obligations.

●"talk at" sounds like strange, or is this correct in this scentence?

●I think it is possible to change the order of words like "great wealth is corrupting to moral and social obligtions" , right ?
But is it possible to say "corrupting to moral and social obligations"?

If this scentence needs some correction, please tell me the correct scentence.
