“Get it over” is what one would say when trying to push an object. Like when one would push a barrel over a hill, they are trying to get it over.
“Get it over with” is what one would say when trying to complete a unpleasant task. Like when a person doesn’t want to do their homework, but they have to get it over with.

“Get it over” is more a directional saying.
“Toms car stalled at the grocery store. In order to get home he had to get it over some speed bumps.”
Here you use “Get it” as a way of grabbing the car and pushing. “Over” then would be to go on the speed bumps, as they are seen as an obstacle.
