It usually means “I agree with you.” Sounds odd but it’s not really a question although it is form like one.

It doesn't mean "is it right?" You say it when you agree with someone and are acknowledging that you two share an opinion. Let's look at an example or two:
Person A: "I am so tired. Finals are almost over at school and I just want to sleep forever!"
Person B: "Oh god, I know, right? Finals have really drained me of all of ym energy."
Person A: "That movie was so good!"
Person B: "I know, right? I've been wanting to see that for a long time!"
Person A: "I definitely failed that test."
Person B: "I know, right? I don't think anyone passed it."

I just wanted to add that I'd avoid the acronym "ikr", I don't think a lot of people would understand if you used that.
