Ratelband adds that the Dutch government could benefit if it were to accept his request. He said he'd be happy to give up his monthly pension of around $1,370. That would save the government nearly $343,000 over the 20 years he wants taken off his age.

I'm having trouble in understanding that last sentence grammartically.
Do both 'he wants' and 'taken off his age' modify '... the 20 years'?

The last sentence is just an expression to mean that it’ll make things easier for him if the Dutch government accepts his request. It’s not literal, it’s figurative :)
