i heard that a guy trying to borrow a phone by asking people "you don't have a phone like i could just use it for a sec".

the sentence was not an interrogative form and there was no rising intonation to make it sound like asking for a favor.

my question is that why he said it that way even though he was technically asking a question?? is that not only him? i
