同じ意味です。
厳密に言うと違うかもしれませんが、多くの日本人は違いを気にしないで両方使います。
①〜へ の場合は場所の意味も含まれると思います。どこでやるの？誰の？と返されるかも。
②〜に の場合は誰のコンサート？と返されるかも。
あと①の方が少し丁寧な印象もあります。

助詞「へ」
は方向を示す言葉です。

静岡駅へ到達するまでの移動途中の状況や、移動の終点について述べるのに使われています。
「に」は到達点を表示しています。
⇒ この列車はこの後、静岡駅に向かいます。
⇒ 静岡駅に到着するのは１３時５５分の予定です。
⇒ 静岡駅には３分間停車します。
静岡駅までの移動途中の状況よりも、静岡駅に到着してからのことを述べるのに適しています。
