To pamper is to treat yourself.
To spoil is to over-treat, for example, too much pampering.
You would pamper yourself by buying sweets and painting your nails, something like that.
Spoiling someone, or yourself, is like doing it too much. You could, for example, spoil a child by giving them too many sweets or toys.
