throughout a (is not specific we don't know which year) year, whereas throughout the (we know which specific year) year.

"the year" is more specific than "a year" which is vague. If you're talking about a specific year then use "the", example: throughout the year of 2019.

@Eiko54 you're welcome, but in this case you have to use "the" because you are saying this in the present and we knows which year it is. " I could sing them throughout the year".
