Its a bad thing
It means some ladies did plastic surgery in Gangnam and they looks like similar and artificial

I think it was used in a bad sense. I think Gangnam Beauty means a person with plastic surgery. There are many plastic surgery clinics in Gangnam.The word "Gangnam Beauty" was coined to mean that all people looking for plastic surgery clinics in Gangnam have similar faces. Gangnam Beauty implicitly means a plastic surgery monster to Koreans.
But it could mean a rich beauty because Gangnam lives well. Just my idea!
