Question about English (US)

Research by environmental scientist suggest that the gradual weather changes are closely related to atmosphere pollution both from nature and from people. Actually, people do nit pollute the atmosphere nearly as much as nature does. Specifically, active volcanoes, the evaporation of impure water, and wind erosion of landscape release 8.5 billion tons of pollutants into the air each year. People contribute a mere half billion tons. (A) What people contribute, though, is unable to escape very far into the atmosphere, so it causes greater damage on global weather.

I have been racking my brain to get the meaning of (A).

Can I regard (A) as "The pollutants people make are unable to escape to add to the atmosphere."?
