They’re synonyms and both mean that something is required either by law or by rules. They do however differ slightly.
Mandatory is generally used when you’re ‘binding’ the doer to the work while Compulsory is used when something is ‘essential’ and is enforced immediately.
Examples:
It’s mandatory to fill out all the information on the application. (The application can only be submitted/accepted if everything is filled out by the applicant)
Wearing the uniform is compulsory. (Wearing a uniform is essential.)
They also are different in terms of reference and context. Mandatory often refers to conditions while compulsory refers to things/requirements. Compulsory is usually used in the education, business, and employment fields while mandatory is often used in law.

mandatory doesn't always have to do with the law but compulsory does I think. compulsory isn't very commonly used but they can be used very interchangeably
