Well it is used in the same context but you would probably use the word "being" when someone is accusing you of being judgmental
e.g A: Why must you always correct me
B: I'm not being judgmental,I'm just trying to help
2) I'm not judgmental,you would use when making a statement
e.g I'm not judgmental but lying is bad character.
