Question about English (US)

I thought the verb "apply" always needs the "to" or "for" depending on its meaning. But I saw a sentence below.
"The card automatically applies discounts at local businesses and attractions."
At first, I thought it should be "applies *to* the discount".
Can you please explain me about the use and the difference between "apply" and "apply to"?
