Offer: here, use my pen.
I've got some leftover food, if you want it.
Suggest: maybe you should use my pen.
If you're hungry, you could have some some of my leftover food.
To offer: to present something to someone, which they may accept or reject.
To suggest: to put an idea forward, without forcing it on a person.

Offer - is when you want to give someone something
Example: She was offered a job in Paris
Suggest - is when you give your opinion.
Example:I suggested an Italian restaurant near the station for the party
