I think both are usually same meaning, just only when people want to emphasize to know a looking, the use what does it look like, correct?

you're right in that the first one means a person wants to know what something looks like!
I'll do my best to explain the second one - "What does it look like" is basically asking "how is it" or "how is the situation" but it's also pretty flexible so you can use it for many things.
here are some examples;
example 1
a) I'm eating a cake
b) what is it like? (meaning - how is the cake? is it good?)
a) delicious!
example 2
a) I'm driving to New York
b) what's it like? (meaning - how is your trip going? is it going well? what is happening?)
a) there is so much traffic!

Sort of. I would say that "what does it look like" is asking about the appearance of something, about how it looks on the outside. "What is it like" is asking about the essence or experience of something.
If I want to know what your new car looked like, I would ask "what does it look like?" If I wanted to know how it felt to drive the car, I would ask, "what is driving it like?"
Better example: if you're talking with a friend about a person who is not there, you can ask "what do they look like" to get information about their appearance. They're skinny and have brown hair and dark skin, your friend would say. But if you asked, "what are they like?", your friend might say that they're smart and funny and they like to listen to classical music. That's how I see the difference.
