Question about Japanese

I feel rather dumb asking this question but if you have time please help me.
I don't understand why is のに used in this sentence: 製品を作るのに手間が掛かる。
作るの (making) is a bit like 作ること (making), isn't it? But why is the particle に being used along with の?
I'd be very grateful if you could help me understand!
