The difference is very small. "Soon" technically suggests a shorter time period than "later", but they're used interchangeably.

"I'll talk to you soon" can often be used when you have an idea that you will actually be speaking in the near future. "I'll talk to you later" is usually used when you'll speak with that person again one day, but you don't have a specific time arranged. They can be used interchangeably though

It is similar - often used like "I'll see you shortly", rather than "I'll talk shortly". It does simply refer to it being "soon", much like your previous question :)

@Sara-jero "shortly" suggests a very short time period, usually within a couple of hours.
