So in general it could be both third person plural (formal they) and second person plural (formal you). In both cases you conjugate is as a third person.
Czy mogą panie stanąć tutaj? - Can you (formal female) stand here?
Starsze panie nie jeżdżą na rowerze - Older ladies don’t ride a bike
Panowie są bardzo mili - You (formal male)/Gentlemen are very kind.
Proszę, panowie, chodźcie ze mną - Please, gentlemen, come with me
Państwo Kowalscy poszli do kina - Mr&Mrs Kowalski went to the cinema
Proszę państwa o ciszę - I’m asking you (formal, both male and female) for silence

@1zet Panowie is used when addressing a group of men.
Panie is used when addressing a group of women.
Państwo is a formal form used when addressing a group of people. Doesn't matter if it's men, women or both.

panowie means gentlemen, panie means ladies. Państwo is how you'd address a mixed-gender group of people formally, while panie or panowie would be used for a purely male or female group, and "panie i panowie" would be how you could start a speech
