@kou-jp when you say oppa, do you mean the korean term oppa? If so, it is very unusual since few people in Brazil speak korean, but if you go to a kpop con or talk with teenagers (which are more likely to be kpoppers since it is a fever here nowadays) you might hear girls saying that about idols mainly. But again, it's a very specific public that says that, just like here only anime fans (and not all of them, same about oppa btw) say baka and other japanese expressions and phrases

Usually is to greet someone amicably then a handshake and/or a hug. Brazilians are so friendly, did you knew? 😁
But this expression is, as I call it, "multi-utility". You can use in the following situations:

OPPA é uma palavra sem tradução, usada pelas coreanas como sinal de respeito, serve tanto pra chamar seu irmão mais velho ou também uma gíria para chamar o seu namorado.
