That phrase means "to put it bluntly". People use this when they're being very direct and blunt. They might be saying something that their audience will not receive well. Example: "she said, not to put too fine a point on it, that she hated the gift." However, I almost never hear anyone use this phrase. Most people say, "to be blunt", "honestly speaking", "not to be rude, but", etc. :) I hope this helps!
