The correct phrase is “tell a joke.”
“Say a joke” is incorrect.
“Say” is used when you are explicitly stating what was said.
Examples:
“She told a funny joke.”
“Can you tell me a joke?”
“She said, “knock knock, who’s there?”
(Knock knock jokes are a well known joke that always start with that line)
Other examples of told vs said
“She told a lie.”
“He told me to buy milk.”
“She said the sky is green.”
“He said I should be there at 6pm”
