Clever and smart mean the same thing often but clever implies a layer of uniqueness and originality.
I don't really see it being used negatively... though an insult could be described as clever.

The reason I asked this question is I felt a negative vibe when Americas used a word , clever in movies a purple of times.

@sumomok Hmm, well it's not that it can't be used negatively.. but it's not as common and even then it would be like praising someone while putting them down at the same time, so it would and wouldn't be negative.
