Well, I don't know anything about marketing or commission plans, but I prefer the sound of the 2nd option: bill-based commission plan. I suspect this option might be more descriptively accurate as well. (I hope I understood the intent of your question.)

I guess I should've made thorough explanation. Actually, we 'll have both of two plans, and the cafes will choose one plan. The difference between the plans is how you calculate the fee. Ex. in the pax-based plan the cafes will pay $0.50/person, while bill-based will charge 3% of revenue.
