「上等」はそのまま「よい」という意味で、ただ表現として皮肉を示すために反語として使っているのです。
言葉は違いますが、たとえば、よけいなことをされたとき。
「○○しておいたよ」「へっ、ありがたいことだ」(迷惑だ、の意味）
というような使い方もしますよね。
この「上等」もそれと同じで、「よい」ということで「わるい」ことを示しています。
上等だコラは、「お前の言うこと(やること)はとてもいいことだな、コラ」みたいな話になるわけですが、
もちろん意図は「お前の言うこと(やること)は黙って見過ごせない悪いことだ、コラ」となります。
