Yes, it's correct. Please, have in view this construction is used when quantity of minutes abobe half on hour. When quantinty of minutes is less than half of hour, you have to speak nominative (minutes) + genitive (hour). 9:20 = "двадцать минут десятого" но не "без сорока минут десять"
