(I'm an American who has lived in SK) I researched this a bit when I lived there. Tap water in Seoul is treated like any city in the US and is safe to drink. However, depending on what building you are in, the pipes can be old or damaged, which can negatively affect the tap water. The vast majority of Korean homes and businesses have a water filter that they use for drinking water anyways, so you should never have to worry.
