Oh okay I just listened to the song. I think it's referring to the phrase "let's turn up", which means "let's get crazy/drunk/wild". So when he says "I'm all the way up" he means that he feels really good and probably high. I've never heard anyone say it though

Ok, you know most of English I've learnt is taught in school which is a little bit more formal but I've never really practice speaking English as in a normal day. You know nobody goes through life speaking politely 😁
