飛び means flying and it is a noun. 飛べ is a form of verb 飛ぶ which means "to fly".
If you say 飛べ it sounds like an order, so it's like you're telling somebody "Fly!!"

@w33510 You can say that. 飛び by itself is a noun. But 飛びます is a form of verb 飛ぶ when you use verb + ます.
