What does Learning Japanese is tough because you have to understand the culture just as much as the language. mean?

in these sentences, I had thought "A as much as B" means "A nearly equals B", but an online textbook translates this like 「日本語は言語以上に文化を理解する必要があるので、日本語を学ぶのは難しい。」 which may mean "In case of Japanese, leaning the culture requires more than learning the language, which makes learning Japanese difficult.
Does "A as much as B" sometimes mean "A is larger than B"?
