I was likely implies that there was a higher chance of it happening (higher chance of forgetting to buy milk) e.g it's likely to rain tomorrow. I felt that I would forget buying milk just means what it says. Also the first phrase would sound more natural as "I felt that I was likely to forget to buy (the) milk"

Forget to buy the milk - you didn't buy the milk because you didn't remember to do this.
Forget buying the milk - you bought some milk but you cannot remember that you did buy some.
