@Cassedy in that case: For a lover: Ljubim te (this by itself is powerful enough already, but if you really want to say it even more stronger, you can say "Zelo te ljubim" or "Močno te ljubim" (my personal opinion is this is an overkill x))
To say it to family or friends: Rada te imam (if you're female) Rad te imam (if you're male)
