So using が would be like emphasing the subject, in this case, Japanese?
thats what I thought, that を marks what is being verbed.
so if I just want to tell someone I speak a little Japanese I should use を.

Yes. "が" in the sentence "日本語が少し話せます" emphasize "日本語".
I feel as if "日本語" is spotted brighter than other words by the power of "が".
By the way, if you just want to tell someone you can speak a little in Japanese, but lots of in English, I recommend a sentence "日本語は少し話せます".
Here "は" labels ( or dispatches, categorizes ) on the subject of the sentence.
"は" picked the subject up, then adds it into the group of the object of the sentence.
For the sentence "日本語は少し話せます", this sentence means like:
"日本語" is a member of the group of my languages labeled as "少し話せます".
