Question about English (US)

Hi. May I ask you the following question?
I think it is probably okay to say, “Driving a car with an expired safety inspection sticker is strictly prohibit.” But, is there another way to say this without having to use the word “sticker,” something like, “Driving a car exceeding the expiry date of safety inspection is strictly prohibited.”—I kind of feel like this sentence sounds unnatural…

Thank you.
