"上は洪水下は大火事だ" is usual phrase of Japanese quiz. it means that there is flood on upper side and there is big fire on lower side. the answer is Japanese bath. it express like iron bathtub what filled with water are heating with burning firewood. and, I guess the reason to be used the serif in this scene is to aim the fun by using unrelated phrase.
