Question about Russian

I found some old books about Russian grammar and I am curious about a letter I had never seen before (cf. photo, letter 31). It doesn't seem to be used anymore, however the book is from the 60's so it probably hasn't been abandoned so long ago. My question is : why don't you use it anymore (is there a phonetical reason) ? What letter do you write instead (to make the same sound) ? The book uses it in a lot of words. Or perhaps it is just another writing of a letter that I don't know of but I can't figure which letter it would be.
