"Got" is used for the past tense of receiving something, so got is not useable in this sentence.
"Was" is used for the past tense of a situation happening so it would be grammatically correct to say, "he was arrested."

it's more grammatically correct to say "was" but people will still use "got" if they are not being technical or paying attention to grammar.

no, people don't pay attention to grammar unless they are a close friend to you and want to mess around with you

@Caillebotte @alyxox is correct regarding the strict grammar between these two alternatives. That said, where I live these would both be used quite regularly in conversation and no one would think anything of it either way.
