"Are you a high school student who is vacillating about which major to choose? Perhaps haven't thought it over yet?"

does this sound awkward? (whether there's a grammatical mistake, a punctuational one, or just any other error please point it out)

is the second sentence a fragment? "perhaps haven't.." (i'm writing a paragraph for college, so i must make sure that nothing sounds.. stupid.. 🙃)
