Or maybe it's a place where people work, because in the last sentence it says "the former has travelled ... to visit and work with us"

It means that the IFTO/speaker feel honored to have both of the chairmen with them at their location
In this context, "premises" means the entire area where they are. For example, the premises of a mansion would include the main house, any extra buildings, and all the land surrounding it

This is very formal and
British-esque language style.
I concur with @chunbun.
My addition to that...
"singular honour" is a way to put someone in highest regard, high esteem....
"Former" refers to the first person/thing of when two are mentioned.
Example: Do you prefer tea or coffee?
Answer: I prefer the former (referring to tea) because it was first stated. Coffee would become the latter. The last thing mentioned.

If you break it down into its basic parts... it's much easier to see:
[It is...] [an honour to receive...] [both the Chairman... and the Chairman...]
Apparently, it is an event where this organization (ITFO) is hosting these two VIPs, at their (most likely) headquarters.
"in our midst" = among our (organization's) people / "with us"
"on our beautiful premises" = at our organization's location / "here"
In other words...
"It is a great honour to have/host you, Mr Chairman X and Mr Chairman Y, with us here at IFTO" or,
"It is a great honour (for us) to have/host you...with us here at IFTO"
