I agree to an action, going for lunch, for example.
I agree with a statement or name the person who made it. Example. "I agree with John."

"Agree to" is usually used in the sense of commitment- I agree to your terms, I agree to pet your cat, etc.
"Agree with" is used to indicate you share a sentiment or opinion- I agree with you that cats are cute, I agree with him, etc.
They're both used pretty commonly, but I'd say I use "agree with" more often.
